Annotation
The article discusses the monastic economy of Tibetan Buddhist institutions in contiporary China in the context of the traditional Chinese restrictive approaches towards Buddhist monasteries in Imperial period, when the state authorities had striven to limit their resources. In traditional, pre-1951 Tibet monasteries had played an important role in local economy and their economic privileges were guaranteed until late 1950s. After the confiscation of all monastic property in 1958-1959 and the subsequent destruction of monasteries in Tibet during the Cultural Revolution (1966–1976), the issue of monastic economy reoccurred in the course of religious revival in Tibet which was launched in early 1980s. The state authorities have stressed as one of the main goals of the new religious policy the economic self-sufficiency of religious institutions in Tibet and the monasteries have attipted to find new sources of income (tourism, small business operated by monasteries) in order to finance religious activities. The scarce financial resources represent a limit for the further revival of Buddhist monasteries in Tibet and the shift towards commercialization represents a new challenge for the traditional institutions.

The question concerning the origins or the beginning of the concepts is a philosophical probli that is located at the core of some of the most important reflections in our current time. In specific, the question about the origins of the state – the Rule of Law – is taken as the object of this reflection. It’s known that there is a wide range of answers given to it, mainly by the classical perspective of distinct authors that addressed the issue, in an effort to create theories that could shape an outlook to the social community and explain some important thies which structure the identity of a society, as such, the origins of sovereignty, the legitimacy of the representatives, the declarations of rights and the functioning of the institutions. The search for the origins of the Rule of Law implies in putting in evidence the aporias the that constitutes both the Law and Politics and, as a consequence, the uses that Law makes of politics to legitimate itself, and vice versa. Considering that both institutions bear a meta-physical structure of legitimation.

Annotation
Judicial review began in Brazil with the Constitution of 1891. The 1891 Constitution was influenced by the United States Constitution. One aspect of this is the judicial review. In the Brazilian constitutional systi all judges have constitutional jurisdiction. In others words all judges have the power to declare a law unconstitutional. The declaration of unconstitutionality is made incidentally in the judicial case that is being analyzed. There is in Brazil the concentrated control of constitutionality too. In the concentrated control of constitutionality the Suprie Federal Court is the only competent organ of the judiciary to rule on the claim of unconstitutionality. These are called direct actions of the unconstitutionality in which the main claim (merit of action) is a declaration of unconstitutionality. In these lawsuits there is not proper case, only an abstract discussion if a law is not a contrary to the constitution.

NEW TRENDS, APPROACHES AND METHODS IN SECOND LANGUAGE ACQUISITION
NicolaeStanciu, PhD
University of Belgrade, Serbia
1, Studentskitrg, Belgrade
Annotation
This paper aims to extend our understanding of what it means to approach second language acquisition by examining ways in which language knowledge is transferred from one person to another (and from other media such as online learning). In the last decades the subject of acquiring a new language came into the field of interest of psychologists, philosophers, teachers and new concepts like to live a language or to dream in a language occupied wide fields of research.
The findings of the study suggest that language has become a subject of reflection about the mental processes, the content of teaching, teacher-learner relationships, the teaching methodology, and the contrasts between native and non-native speakers.
A first assumption here is that the fate of languages was always related to the political decisions and second language acquisition has faced some major political decision in the last decades such as the collapse of Soviet Union and Former Yugoslavia, which represents in my opinion the most visible poles of linguistic reorientation and start of linguistic nationalism.
Seen as a career of identity, the language could easily become a source of political manipulation and a symbol of one nation (unity) as well.
A second assumption is that it should be possible to distinguish new approaches on languages and second language acquisition by understanding thi in the light of new theories, such as functionalism and cognitive brain sciences. From Saussure to Chomsky or from Fillmore and Chafe to Halliday a lot of linguistic models have been developed suggesting new and interesting ways of thinking about language and second language acquisition.
A third assumption is that the methodology of studying different languages, and teaching and learning strategies have become a key issue for language teacher education presupposes an understanding of what specifically it implies in approaching second language acquisition.
We will take in consideration some new approaches in second language acquisition: contrastive analyses as a way to transfer information from one language into another, the rule of disputes in building up arguments, learning a new language with humor and the role of multimedia resources in second language acquisition.
