 The article considers types of non-standard forms of employment, taking into account their features. The main forms of non-standard employment are considered: temporary, partial and independent ones. The approaches of leading scientists in the sphere of non-standard employment to this phenomenon and the classification of flexible employment on the basis of international labor organization are considered. The specifics of underemployment measurement are specified and the main approaches for distinguishing between full and part-time employment are considered. Three forms of employment are considered: temporary, non-permanent and independent employment, and this group is identified by the number of employment in the labor market in the formal sector of economy.

The article examines the current state and features of industrial development and innovative cooperation of the member countries of the Eurasian Economic Union. The article presents the issues of state regulation of the economy, the need for planning and programming as a tool for public administration. At the initial stage of development of Russian law it was not customary to distinguish juvenile offenders in a privileged category of legal entities. Special legal status of juvenile offenders received only 23 August 1742, when a special decree was forbidden to apply to adolescents less than 17 years of torture, the section of the whip and the death penalty. At the beginning of the XX century in the Russian Empire was formed by the juvenile justice system. The primary focus of the institute of juvenile justice turned out to be a juvenile offender, which should not apply methods and techniques for remedial response specified for adults". In the mid-1930s, there have been major changes in the law that determines the measure of responsibility for wrongful acts of minors. At the present time on the territory of 30 regions of the Russian operating model juvenile courts. Pluralism of opinions on the definition of the term "juvenile justice". Studying the goals, objectives, functions and the legal status of bodies within the chain links of the systems studied, we see their different focus, which in the long run, and make low level of synchronized interaction and cannot contribute to solving complex global juvenile delinquency prevention issues in country. The most successful foreign experience of organizing the system of prevention is a positive experience of France and Germany, where the principle of individual approach to juvenile offenders is expressed most clearly and distinctly, including on structural level. Based on the positive experience of developed foreign states to develop and implement juvenile justice in Russia - a single multilevel balanced system to attract juveniles to legal liability.

The problem of the sources of law, in particular, their concept and the system remains in the number of actual and little developed in the jurisprudence. Term source of law consists of the due right understanding, a special form of objectification, mandatory social norms. Right form acts as a wider, compared to a source of law, concepts, including special ways of formation, functioning and development of the rule of law and institutions, the ensuing specific understanding and interpretation of legal phenomena. Custom - one of the main sources of a form of law. Tradition as source of customary law, of course, has a relationship with the custom and somewhat similar to it. One of the sources of customary law is proverbs and sayings. At the contract may be considered out of the ordinary sources of law. We believe it is possible to consider as a common law sources custom, tradition, judgment, proverbs and the treaty.

According to international experts, the fastest growing integration association in the former Soviet Union at the present time is the Eurasian Economic Union (EAEU). The significant role in this dynamics belongs to the Republic of Kazakhstan, initiator of creation of this integration association and oriented to economic integration and maintaining political stability in the territorial space of the EAEU. This article is devoted to the history of creation of the Eurasian Economic Union, the stages of development of integration relations of the participating countries. The prospects of further development of integration legislation in the framework of EAEU are studied, the legal problems of harmonization of the constitutional legislation of the States-Members of EAEU and integration legislation are revealed, further directions of joint activities of the States-Members of EAEU in this sphere justified.

The paper substantiates the key role of case-based technologies in teaching economic disciplines. We have disclosed essence and functions of the case studies method, revealed its features, advantages and limitations. We have shown that the scope of the case-technology training programs are specialties and areas dominated by situational awareness and situational activities. These professions and areas are, above all, the training program on economic subjects that updates the introduction of case-based technologies in their teaching. We have disclosed the possibility of using case-based technologies in the implementation of the competency approach and achieve practice-nature educational activities. This paper contains a typology of cases on various grounds. We have considered the basic (primary) and secondary (derived) sources of cases, specified the key principles of cases design. The paper defines the basic approaches to the development of case studies on economic subjects and represents the main steps of creating cases.

Innovative processes in vocational education receive practical implementation in innovative vocational education. The purpose of innovative vocational education is the preparation of a universal morally mature personality, a competent specialist with a developed professional culture, who possesses a scientific style of thinking capable of qualitatively and effectively solving the problems of the development of vocational education, science, production, and economy in the conditions of a high-tech information society. Innovative processes in vocational education should be the first in the path of a market economy and receive solid dividends based on new technologies. On the creation of support for professional educational institutions, work is underway to retrain the teaching staff. The changes in the social, economic and political fields of society have an impact on the education system in general and modernization in particular. Changing society imposes completely different requirements on a person in contrast to previous years. The main task of educational reform is a comprehensive development of personality, who is capable not only of skillfully navigating in the information space, but also actively transforming the surrounding reality.

Intensive implementation of educational programs to the educational environment helps to activate students' cognitive activity, thereby placing increased demands on the intellectual development of junior schoolchildren.

The decisive role in the intellectual development of younger school age children belongs to the teacher since his good will is necessary for cooperation, for child’s desire to act and to move forward. Furthermore, the teacher has to know age peculiarities of elementary school children.

The intellectual development of thinking of younger school students in the process of training is acquired by enriching its content and by improvement of practice methods. However, positive results are gained through systematic work in this direction.

The basic concepts that allow revealing the essence of the reader's competence are presented: reading, competency, competence, reading competence, based on the analysis of psychological and educational literature on the studied problem. The essence of the competence approach in teaching is identified, such concepts as "competency" and "competence" are differentiated. As the core competencies, what form the basis of the reader's competence; cognitive, value-semantic and communicative competencies are singed out. On the basis of the distinguished competences, the levels of the formation of reading competence are determined. As a result of the analysis of the curriculum "Language and Literature", the requirements for the level of preparation of students are singed out, on the basis of the requirements the objectives of the educational field are formulated. As a condition point to the realization of the planned tasks, the relevance of reading to the basic requirements is determined, such as: correctness, fluency, consciousness and expressiveness.

The characteristic of the specified requirements is given; the possible ways of development of reading qualities are shown. The necessity to create conditions for the formation of reading competence during extra-curricular time is underlined. The importance of implementation of the course "Fundamentals of semantic reading" in the pedagogical process of primary school is indicated. Various forms of activity within the framework of this course are indicated, which contribute to the formation of the reading competence of junior schoolchildren.

This article describes the ways and means of forming speech skills among children with developmental delay in preparation for school by using plasticineography, through a variety of techniques: decorative moldings of different shapes, slight pinching, flattening, pulling parts away from the overall shape, tight joining parts by attaching one part to another. The work also considers some of the principles that underlie plasticineography classes and reveals modern approaches and new developments in the correction of speech development. For example, forming speech processes needs to be begun with the development of hand movement, and particularly with the development of finger movements.

This publication describes the contents of the corrective work on formation of verbal communication in children of primary school age with impaired intellect,somekinds of works on communication skills formation, development of phonemic hearing and understanding of the speech, and the development of active speech are given.Development and improvement of communication skills in a child with impaired intellect at different stages of his life, from birth to adulthood, requires a lot of attention and patience from teachers, psychologists, and parents.

Teachers and parents should maintain a high level of monitoring for his/her behavioral and speech reactions in all kinds of activities to assist and direct the development of communicative skills. Training is conducted in the form of a game, the most accessible for children with intellect disabilities, regardless of the age.

The paper presents the results of computer simulation of the processes of energy transfer of electronic excitation and annihilation in dispersed molecular matrices with different types of initial distribution of interacting molecules. Multifractal analysis of the distribution of interacting molecules in the matrix under study at various time intervals of kinetic dependencies has shown that the formation of stable molecular structures in the transfer of electron excitation and annihilation energy leads to a change in the generalized fractal dimensions, the order parameter, and the information entropy. The values of these parameters are influenced by the temperature of the matrix, the initial distribution of interacting molecules, the number of cluster nodes that form the cluster.

In modern conditions, the optimization of existing approaches to the assessment of environmental safety and the sanitary and epidemiological well-being of the population is of paramount importance. In conditions of populated areas, the chemical load on the population is usually due to the simultaneous intake of dozens and even hundreds of chemicals into the body in different ways and from different environmental objects. At the same time, their biological effect can be modified under the influence of a wide variety of physical, climatic, biological, social and other factors. other factors. In order to solve the present problem, it is actively used in the experiment. The content of metals in hair reflects their long intake, in urine and in blood serum - dynamically reacts to changes in the content of metals in the external environment. These circumstances influence the choice of biofeedback data as objects of environmental monitoring of metals in the study area. At the same time, the potential danger of combined occupational participation and cadmium, as well as a number of other elements that make up the burden of ceramic paints, necessitates further study of the peculiarities of their mutual influence on the metal concentrations in the hair and the health status of the examined.

The chemical analysis of heavy metals content was carried out in the Karaganda region (Zn, Fe, Cu, Pb, Ni). By means of using atomic absorption spectrometric methods. The selection of soil samples was implemented near the mines, in the city center and in the recreational urban zone of the Central City Park. It was noted a significant MPC excess of such metals as zinc iron and copper. These metals are classified as a highly dangerous. It should be noted that HM worsen the ecological condition of the territories, cause changes in the chemical composition of all natural urban ecosystems components and negatively influence on human health.

The present paper is devoted to obtaining and research of copolymers based on 2,6-distyryl-2,4,6,8-tetraazabicyclo[3.3.0.]octane–3,7–dione and acrylic acid synthesized by free-radical addition copolymerization. Optimal conditions for synthesis of novel unsaturated derivative of glycoluril containing styryl moieties were chosen. Regularities of radical copolymerization were studied, relative reactivity ratios of comonomers were calculated, copolymers solubility and intrinsic viscosities of diluted solutions were determined. 2,6-Distyryl-2,4,6,8-tetraazabicyclo [3.3.0.] octane–3,7–dione was shown to exhibit reactivity in free-radical copolymerization process.
