The article is sanctified to the problem of development of financial activity of the Kazakhstan enterprises. The methods of realization of IPO are considered in world practice, its pluses and minuses for Kazakh companies - emitters are studied, and also the influence of IPO on the development of financial activity of Kazakhstan enterprises in the conditions of world financial crisis. It was carried out the analysis of selecting companies-candidates for participating in the program "IPO" and recapitulation share holding of conglomerate enterprise and dependent organizations of Joint stock company "Fund of national welfare of "Samruk- Kazyna" to the market of valuable securities of Kazakhstan. An author gives recommendations about developing of financial activity of the Kazakhstan enterprises; expediency of the public placing of actions is grounded by the companies -emitters at the market of equities.

Any national economy in its development aspires to achievement of economic growth, i.e. to rising the rates of increase of a gross domestic product (GDP) per capita from year to year. Meanwhile, achievement of high rates of increase of economy is the means of growth maintenance of living standard of Kazakhstan people. For the last 20 years gross domestic product of the Republic of Kazakhstan (RK) has increased more than in 15 times per capita: with less than 700 to 11 000 dollars. Traditionally under the major factors of economic growth resources, scientific and technical and educational potential of the country are considered. The important role is played by the economic organization of social production which assumes a choice of the most priority spheres of economy for achievement of the object in view. So in the Republic of Kazakhstan in the early 90s of the 20th century, after gaining the independence, the right decision about development, first of all, in oil and gas sector, attraction in economy considerable volumes of foreign investments, expansion of economic and scientific and technical communications with the developed countries was accepted.

GRASPING THE CONCRETE REALITY: POPULAR COOPERATIVISM AND ARTISANAL FISHING IN THE SOUTHERNBRAZIL

This article seeks to address the organization of work and labor in artisanal fishing in the southern region of Rio Grande do Sul in order to verify information concerning the potential and limits of popular cooperatives and the solidarity economy in the sustainable development of the region. One analytical perspective is to review transversely the social policies of the Lula/Dilmagovernment for the development of fishing. To achieve this, it is necessary to work on categories such as territory, artisanal fishing and sustainability, in addition to cooperatives and the solidarity economy, themes concerning which much has been written in previous editions of this journal.The region under study includes the towns of Rio Grande, Pelotas and other parts of the extreme south of Brazil. This is the location of most of the Laguna dos Patos estuary, where most of the artisanal fishermen live and work and have set up their community organizations. It is worth mentioning that all the organizations in this study were born out of the political struggles of the fishermen to be recognized as part of the political scenario, to further their involvement in public policy and to gain social recognition. The article looks at the Fish Trade Network and other communities and small groups, cooperatives and associations using a methodology that includes an analysis of reality, theoretical reflection on its findings and a proposal for intervention based on the problems and potentials that are identified. The final considerations open up an opportunity for legal and economic reappraisals based on the concrete reality of the organization of popular fishing and riverside communities.

The word oiconomia can be originated from the Greek word "oikos", whose meaning was the Greek households in the archaically age. "Oikos" is not only a place of living, but also a farming form meeting the familys and the wider communitys (slaves, relatives) material needs (von Schweitzer, 1988). The fundamental interpretation of "oikonomy" meant such operation of the households whose aim was to increase the value of the households for all the members in long terms (Egner, 1985). Economics today means the "chrematistics" (called by Aristotle as the "art of earning money"), which was created in close connection with trading and which does not know bounds. The basic theory of the oiconomia is sufficiency, while the principle of chrematistics is the short-term monetary exchange value, i.e. maximizing the profit (Zsolnai, 2001). The rediscovery of the original ideal of "oiconomia" i.e. "oikos", based on reciprocity and redistribution needs the radical reformation of the dominant, profit-oriented economic structures and philosophies. I would like to prove that the household activities and performances, which are often devaluated, are the organic parts of the modern societies and national economies, and the inevitable processes of the everyday life. Looking at the theoretical basis and the findings of the research work we feel to re-evaluate and review the former axioms of such disciplines. It is obvious that in practice such micro- and macro economic theory is not justified which says that households take part in the activities of the national economy and the society only with their incomes and consumption. I hope that this work can contribute to the development of the domestic theories of economics, since with it we can get closer to the understanding of the "everyday" economy.

The Constitutional Council in the Republic of Kazakhstan is the controlling body guaranteeing the adopted laws and acts with respect to their compliance with the Constitution of the Republic of Kazakhstan. The Counstitutional Council plays the main role in the protecting the citizen's rights and freedom. The legal status and competence of the Chairperson and members of the Constitutional Council analyse the level of importance of working of this state body. The Chairperson and members of the Constitutional Council must be governed only by the Constitution and must not be influenced by the situational policy in the state.

Article describes the features of the Constitutional Council participation in formation of the national concept of the rights and freedom of a person and the citizen in the Republic of Kazakhstan. Authors allocate and characterize briefly the basic directions of activity of the constitutional control body on participation in realization of the remedial mechanism. The special attention in the article is paid to value of official interpretation of the constitutional norms of section II of the Constitution the Person and the Citizen for maintenance of human rights warranting. Authors give an opinion of scientists concerning limits of official interpretation; it is offered to classify the Standard Decisions of the Constitutional Council interpreting the sense of law rules, depending on the maintenance of explained constitutional positions; the attention to a debatable question of expansion of a subjects circle of the reference in the Constitutional Council is paid.

The article describes the main features of mediation in the Republic of Kazakhstan. One of the fastest growing institute in the world, including the CIS countries is mediation - type of alternative dispute resolution. There is a view that mediation is the foundation of civil society, the path to democracy and civility. Also, it identifies the most major problems of this institution in the Republic of Kazakhstan. To identify the main problems of mediation by using various sources, such as norms of international legal acts ratified by the Republic of Kazakhstan, as well as the laws of Anglo-Saxon and Roman-Germanic countries. The author highlights the most priority directions of development of mediation in the Republic of Kazakhstan. He draws an analogy between mediation and court of bies to exercise judicial power in the Kazakh steppe for centuries. As mediators, Namibia acted as mediators in the dispute arises, in this case, there has been no formal appointment beating. Also, in the article highlights the most realistic prospect of development of mediation.

In the spring of 2008, when the centre-right political alliance largely won the election, it seemed that it would rule through the entire legislature, until 2013. Instead, the adventure of the fourth Berlusconi Government was over long before. The majority had flaked off bit by bit and at the end, on November the 8th of last year, the Chamber of Deputies vote on the general statement of the State certified its dissolution. The day after, the Italian Republic President Giorgio Napolitano appointed the economist Mario Monti senator for life, adopting an act of constitutional fantasy, in the days when Berlusconi temporised on his resignation, while the markets were demanding a replacement. Thus, Napolitano, using his prerogative (the power of appointment of senators for life) immediately showed the way and the parties followed" (M. Ainis, Corriere della Sera, 17/11/2011). In fact, Berlusconi tended his resignation soon after. Monti was appointed to form a new Government, which also received ample parliamentary vote of confidence (on November the 17th in the House of Deputies and the 18th in the Senate).

This paper discusses the gap between the legislative provisions and facts that are necessary before the law. Similarly, it focuses on the legal discourse in the context of family relations: surpassed institutionalized discrimination, filiation will be addressed as an exercise of affection and everyday behaviour. It was intended, throughout the work, to examine the legal consequences for parents and children bound by an illegal adoption, after the emotional bond had already been established, gradually trying to demonstrate how the purely legal barriers of truth were overcome and how contemporary values will demand new legal structures capable of protecting the new realities that impose themselves. A very common practice in Brazil, which is popularly known as the Brazilian adoption, is to bring a child into the family environment, without going through the legal dictates, although this can be considered an illegal practice, it cannot be merely discontinued, we have a situation which is not foreseen in legislation and the solution to which depends on the construction of the jurists guided by fundamental rights.

This study addresses the issue of State Sovereignty, issue related to the rules of Public International Law and Constitutional Law. The principle of State Sovereignty is observed from two points of view: the internal and external. The first prevents the country be at the mercy of international orders, the second gives the country the highest authority within its territory. It is the object of the present study the shape of the concept of external sovereignty part listed by the author. Works with issues of external influence on state decisions. The problem object of study can thus be presented: the extent to which international humanitarian intervention would violate the Principle of State Sovereignty and the concept has been mitigated over time. The survey results led to the realization that the principle of State Sovereignty was never designed in practice the way it is prepared in the classical theory of Jean Bodin. It is observed that the state can have part of their sovereignty, as in the case of regional blocs, and it can also mitigate in favor of human rights, as in the case of armed conflict or natural disasters by providing a community activity international in its territory.

From history XXI century has remained in humanitys memory by changes that appeared impetuously in comparison with antecedent centuries. Everyday routine life has become more simple thanks to engineering inventions: people are able travel more fast, medicine has become more productive, mass factory manufacturing in comparison with manual has led to costs decrease. Printing machines and cinematography had appeared, people have learned to record sound and flight of first aircraft took place. All of this is achievements of society; each one of them had moved mankind further. And all of this changed happened so quickly that we havent even noticed where these changes lead us. We change environment, but it seems that we had forgot about changes in academic and professional education, which even today during innovation technologies and quick changes had remained permanent, because we still use educational models of preceding centuries: on duration of study period there are formed constant groups, education process is being delivered on one faculty, from one or few related specialties, and after finishing university yesterdays students can work mainly in fields of their professions. Sometimes young specialists search work place in completely different spheres of activity because of the problems with employment, but it requires from them additional education on different specialties.

Conditions were developed for the synthesis of 4-phenyl-2-amidothiazolylacetate and 2-tiourido-4-diethylphosphonothiazole, investigated for complexing ability in the formation of mixed ligand complexes. The optimum conditions and thermodynamic parameters of the complex formation process were established. The thermodynamic parameters of the mixed ligand complex formation reactions with copper (II) and lead (II) ions were determined with the potentiometric method. The composition of the complexes formed on the basis of 4-phenyl-2-aminothiazole and its phosphorylated derivatives was established.

To study of influence of the asymmetrical dimethylhydrazine on metabolic processes in animal and person organism is a prominent aspect of hygienic researches. The given research is directed on studying of infringements of an ovogenesis at the experimental animals after entering the asymmetrical dimethylhydrazine. By results of an estimation of processes the peroxide oxidation of lipids changes the level of the maintenance diene conjugats. Total primary, secondary and finished products of peroxide oxidation of lipids have been revealed in a homogenate of ovaries of rats that testifies to negative influence of the asymmetrical dimethylhydrazine on reproductive system.

Studying of influence of the nonsymmetric dimethylhydrazine on ovogenesis process on animals and the person is an important aspect of hygienic researches. This research is directed on studying of violations of an ovogenesis at the experimental animals after single-pass influence of nonsymmetric dimethylhydrazine. According to results of our researches we established change of level of activity of enzymes of antioxidatic protection (AOZ) in the course of an ovogenesis of puberal rats at single-pass influence of nonsymmetric dimethylhydrazine in a dose of 40 mg/kg. Our data convincingly testifies to negative impact of the nonsymmetric dimethylhydrazine on processes of formation of female sex cells.
