It was concluded that the banking system of Kazakhstan and Czech Republic are very similar, but dont have their own features. The analysis and highlights the key points regarding the Kazakh and foreign banking practices. the method of comparison, generalization and synthesis were used.

REGIONAL POLICIES OF THE EUROPEAN UNION

The Regional policy of the European Union (EU), also referred as Cohesion Policy, is a policy with the stated aim of improving the economic well-being of regions in the EU and also to avoid regional disparities. More than one third of the EU's budget is devoted to this policy, which aims to remove economic, social and territorial disparities across the EU, restructure declining industrial areas and diversify rural areas which have declining agriculture. In doing so, EU regional policy is geared towards making regions more competitive, fostering economic growth and creating new jobs. The policy also has a role to play in wider challenges for the future, including climate change, energy supply and globalisation. The EU's regional policy covers all European regions, although regions across the EU fall in different categories (so-called objectives), depending mostly on their economic situation. In the current 20072013 funding period, EU regional policy consists of three objectives: Convergence,Regional competitiveness and employment, and European territorial cooperation. These replace the previous three objectives from 20002006, which were simply known as Objectives 1, 2 and 3.

In article are considered ways of solutions of the problems connected with inefficient employment in regions of the Republic of Kazakhstan, described state regulation of a labor market for a full employment of the population. In article are shown mechanisms of subsidizing of a salary, granting the microcredits to the unemployed and independently busy citizens, increases of mobility of labor force (assistance to moving from depressive areas). It gives difficulties of an assessment of effective employment in regions because of difficulty of tracking of scales of informal employment and unemployment and also, because it isn't developed the accurate system of criteria of effective employment.

The process of economic reforms requires the creation of a new ideological and economic environment, which in turn is determined by the development of the regional economy on the basis of a new methodological framework. In view of the socio-economic transformations that have affected the most profound processes of enterprise economics and social system, which is closely linked to certain regions, the center of economic reform has moved exactly there. The transformation of the economic system has touched many aspects of the functioning of the region as a complex socio-economic organism that even in a planned economy has never relied on the common criteria in the choice of economic behavior, but in a market economy rule of behavior of virtually all economic lifes subjects of the region have changed. These changes are due to the significant differences of the regions in the resource endowment, structure of the economy, the current level of development of the various sectors of the economy, the conditions of entry into the market economy, the pace of transformation of ownership, in general competitive advantages defined by climatic, demographic, industrial and geographical factors.

In the capacity of one of the priority areas for counteractions delivery against transnational organized crime is the fight against money laundering, which legalization mechanism naturally attracts the participation of several countries to commit and conceal criminal activity and to deliver counteractions for the disclosure of the activities of organized criminal groups and criminal organizations. At the international level, in order to deliver counteractions against money laundering it has been established organization for work coordination and information exchange between countries which involved in Fight Against Terrorism Financing (FATF), where to Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) (Kazakhstan, Byelorussia, India, China, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan) is included in. At June 2011, EAG plenary has evaluated Kazakhstan concerning combat money laundering and terrorist financing, and performed analysis of this activity. It has been noted in the mutual evaluation report on combating money laundering and financing of terrorism that "despite the fact that Kazakhstan has taken steps to counter the opening of anonymous accounts or accounts in fictitious names in banking sector, express prohibition on the opening of anonymous accounts or accounts in fictitious numbers is missing. There are also a number of shortcomings in the legal requirements for verification (check) of the information provided by the client, for ascertain, whether the customer is on their own behalf or not, as well as ownership structure and management of customers, legal entities. Also, it has not been foreseen by the law a term for update data from existing clients.

Currently, there is growth in the number of children with delayed mental development option. Mental retardation in all forms can succumb to psychological and special education in conditions that match the child's condition. A fundamental condition for the successful correction of the process is delayed diagnosis rate of mental development at an early age stage of life. Objectives and direction of psycho-educational assessment should be determined by psycho-physiological characteristics of the young child with delayed mental development rate, difficulty organizing and conducting psycho-pedagogical study investigated the child category, and the mainstreaming of social and educational factors in the organization of the diagnostic procedure.

Task of this article is to point to how destructive cults negatively influence to society, using fear of death. The root of destructive sects is in psychological receptions, and a problem of psychology to reveal these receptions, to find blockage ways from them and to reduce inflow of people to these sects. In article it is shown how the fear of death is very often used by sectarians for attraction of an increasing number of parishioners in the order.

The authors have formulated a verbal model of the concept under investigation which reflects the correlation of imaginative, informative and interpretative components. The authors have also investigated a categorical structure of the present concept-sphere unit in hierarchys terms of cognitive classification characteristics, and we have determined national cultural features of Russian speakers linguistic color thinking.

In the evolvement of every nation as an independent and sovereign country the history of ethnogenesis, religion and culture, world cognition plays a significant role. There is considered one of the important elements in forming the mentality of Kazakh people in the article: the essence and importance of culture, religion of the modernity, its role. The great akyns (akyn Kazakh bard), zhyraus, great scientists tell about the traditions, customs, about language, art, spiritual self-cognition of Kazakh people in their creation and works. Therefore, this article lists examples from the works of the greatest scientists and from the sources of self-cognition of Kazakh people; there is paid great attention to the subject scope of these works. Culture and religion are integral concepts that are closely related. These concepts are not applied separately. Human qualities, first of all his formation as a person, a high level of consciousness, mind, purity of the spirit world all this point to the level of culture. It is the issue that is considered in this article.

Heritage of world perception is a source of inexhaustible inspirationin which people find their spiritual mainstay, also it is considered to be examples of wisdom accumulated for many centuries since ancient times and which perceived the spirit of historical world. It is known that ancient legends concerning the source of existence, power of nature, and depicting lives of people of different times were spiritually enriched due to new and philosophically profound meaning originated from each nations desire to organize their thoughts about world and to describe it with the power experience and knowledge. According to widespread interpretation, traditional admonition means perceiving persons spiritual world by the events of outside world. It must not be forgotten about close connection between ancient times heritage and natural world.

Symmetrically tetrasubstituted calix[4]arene derivatives cone-5,11,17,23-tetranitro-25,26,27,28-tetrakis(ethoxycarbonylmethoxy)calix[4]arene 1, cone-5,11,17,23-tetraamino-25,26,27,28-tetrakis(ethoxycarbonylmethoxy)calix[4]arene 2, cone-5,11,17,23-tetrakis(2-pyridylmethimino)-25,26,27,28-tetrakis(ethoxycarbonylmethoxy)-calix[4]arene 3a, cone-5,11,17,23-tetrakis(3-pyridylmethimino)-25,26,27,28-tetrakis-(ethoxycarbonylmethoxy)calix[4]arene 3b, cone-5,11,17,23-tetrakis(4-pyridylmethi-mino)-25,26,27,28-tetrakis(ethoxycarbonylmethoxy)calix[4]arene 3c and cone-5,11,-17,23-tetrakis(2-pyrrolylmethimino)-25,26,27,28-tetrakis(ethoxycarbonylmethoxy)calix-[4]arene were synthesized and characterized. Crystal structures of compounds 1 and 3b are also reported. These upper rim nitro- and imino-substituted compounds are precursors for water soluble symmetrically tetrasubstituted calix[4]arene derivatives.
